Most of Duval County permits through the City of Jacksonville Building Inspection Division under the consolidated city-county government, but Jacksonville Beach, Neptune Beach, Atlantic Beach, and Baldwin maintain their own building departments — so a permit search has to be run against the right jurisdiction. Re-roofs, window and door replacements, HVAC and water heater changeouts, panel upgrades, additions, and enclosures all require permits. In older Jacksonville neighborhoods we regularly find converted garages, enclosed carports, and finished attics with no permit record. That is not automatically a deal-killer, but it is a real question for the buyer and for the next carrier.
