Why the location matters more than you would think

Two houses thirty minutes apart in Northeast Florida can fail in completely different ways, and an inspection that ignores that is a checklist rather than an assessment. A pre-1940 masonry house in downtown St. Augustine is a question about coquina and lime mortar, retrofitted wiring and long-term moisture. A 2003 slab house in Nocatee or Orange Park is a question about polybutylene supply lines, first-generation HVAC replacements and the Chinese drywall window of 2001 to 2009. A Jacksonville bungalow is a question about cast iron drain lines and knob-and-tube remnants. A Palm Coast ITT-era block house is a question about roof-to-wall connection and window protection. These are not variations in emphasis — they change what gets looked at hardest.

The second axis is the county, and it is the one that decides paperwork rather than physics. Permitting runs through the county building department, Florida Building Code ultimate design wind speed is set geographically, wind-borne debris region designation follows from that, and insurance carriers price against both. A wind mitigation form filled out in Flagler County is read against different exposure assumptions than the same form in Putnam. Whether your roof-to-wall connections and opening protection matter to a carrier depends on where the property sits.
